RDIF and ASI team up to attract investment into Russian regions

Moscow, February 28, 2014 - The Russian Direct Investment Fund (RDIF) and the Agency for Strategic Initiatives to Promote New Projects (ASI) have signed an agreement to work together to promote investment opportunities and improve the investment climate in the Russian regions. The parties intend to jointly organize educational events and develop regional information support programs to attract leading international and domestic investors.

Under the terms of the agreement, RDIF will focus on attracting international investment into specific regional projects as part of the work of the Centre to Attract Investment, which opened in December 2013. The Fund is also already conducting a campaign to provide information to the international investment community about Russia’s competitive advantages and showcase the projects that have been successfully implemented in the country. RDIF is now finalizing the development of the interactive portal ‘Invest in Russia’ (ru.investinrussia.com), which will be launched by the end of Q1, 2014.

The ASI will focus on offering information and advice on doing business in specific regions, including information on the investment vehicles, resources and support networks available to investors - such as tax, administrative support and regional subsidies. Data on investment conditions in Russian regions will be available on the investment portal of Russian Regions, which was launched in late 2013.

The Russian Direct Investment Fund (RDIF) was established in June 2011 to make equity co-investments primarily in Russia alongside reputable international financial and strategic investors. The Centre to Attract Investment in the Russian Regions was established to gather information on attractive regional investment projects that are available to foreign investors. Through the application of RDIF’s best practices and experience of working with foreign partners, the Centre promotes investment projects to foreign co-investors by introducing a standardized approach to providing investment information.

Autonomous Nonprofit Organization “Agency for Strategic Initiatives to promote new projects" was established to support commercial, social and infrastructure projects in terms of overcoming administrative barriers, attracting co-financing (through financial and development institutions) and helping regions to promote the use of best practices. In addition, the agency assists the organization of the entrepreneurial initiatives aimed at improving the investment climate (under the National entrepreneurial initiative). In particular, the agency focuses on proposals for improving the system of customs and tax regulation, simplification of licensing, registration and enforcement procedures, export support and expansion of the demand for products of Russian companies and entrepreneurs, along with providing Russian companies with qualified personnel.
